Howto change window border color

I noticed on the Theme tab of MX-Tweak that the "Application" column only appears to change the window titlebar color, although many of the names in that column also also appear in the "Window Manager" column.
I am having difficulty understanding the files under /usr/share/themes and how they relate to the items in the "Application" column.
I installed a new xfce/xfwm4 theme (https://www.xfce-look.org/p/1165653/ with customizable titlebar color) which appears in the "Window Manager" column, but I have no idea how to set the color. Somewhere on the website I obtained the theme from mentioned how to do it, but I can't find that info now (it's rather obscure & hidden, not obvious at all).
When I look at the xpm files in that theme the color is not what I see; it appears to be overriden by the selection in the "Application" column.
Can anyone explain or point me to info on how I can change the window titlebar color?
