But that's not a good solution for the default panel, because it means you've got the maximized window below the panel. So if there's a status bar or another content on the bottom of the maximized window you won't see it...

Ok. Open Featherpad, maximize it and tell me is it comfortable now to use the search-bar behind the panel?
Maybe for you it is better to make the search-bar in maximized Featherpad unusable to make visible the descriptions of the tray icons, you already know what they stand for, but I'm afraid it is rather not the case for an average user. That's why I think it could work for you, but it is not good as the default setting for the default panel.

You can set your Panel layer to 'Bottom' so that any maximized window covers the panel while keeping the 'Maximized windows' option at either Match the hidden panel or Fill the screen. That way the tool-tips window for the Network and Speaker icons still show on top of the panel and not below it.

All the other panel icons (App finder, taskbar icons, Synaptic, time/cal, exit options) tool-tips pop up, why not also the network and speaker.
