Not sure if this is a bug or just one of those things.
If I hover mouse over an item in the notification panel then the tooltip tries to appear below the item. This is fine unless you happen set the panel to the bottom of the screen which people do.
The only way to correct that - at least as far as I have found so far - is to set the maximum icon size to 28 in the notification box properties.
This may vary according to hardware - I have no idea if that is the case.

This was not a problem with MX-18 which uses GTK2 but happened with MX-19 because it uses GTK3, so yes it is a "bug" and has been addressed several times in other posts. I use a bottom horizontal Panel so a solution was useful to me.
I found four workarounds which I had posted elsewhere months ago. Go to the Panel Preferences > Display tab and then:
1. Enable “Don’t reserve space on borders”. This is the solution I use.
2. “Automatically hide the panel:” > select “intelligently” or “Always”.
3. “Row size (pixels)” change to 31 pixels or less. The default in MX-19 is 35 (in MX-18 it is 40) but this results in too small a Panel.
4. Change the Notification Area icon size. Panel Preferences > Items tab > highlight “Notification Area” > edit. Change the Maximum icon size to 28 pixels or more (default is 24) which you have already noticed.

Sorry for the necrobump, but an additional data point: if you unlock your bottom panel then drag it up slightly from the bottom using one of the handles that are on the ends, you get your tooltips. They only stop working when the panel's docked at the very bottom of the screen. This happens when, on my system at least, the panel's row size is > 28 pixels. If I set it to 28 I get my tooltips back even when the panel's at the very bottom. It sounds like a bug in Xfce's panel. I even tested it with Xfce's own standard Adwaita theme: same thing happens.
