Since I was mentioned I will just say that I changed to a different icon set. There are many options available.

did you initially save your created folder icon set in

$HOME/.icons

or $HOME/.local/share icons?

For KDE, I think it prefers the second location.

Then I used the app to delete the themes.
Then I extracted the archives back to their original locations (as sudo for the /usr folder) and Archive Manager fails with a "Directory not empty" error.
I only get this error when I drag/drop the theme folders into Archive Manager. It's not copying all the symlinks for some reason. If I use tar -czf in the terminal to make the archive then the symlinks are copied and the archive works properly. This is probably nothing to do with the Papirus Folders Colors app.
