reinforcing my thought of a race condition, if I log out, let it sit a while (about half a minute) then the problem does not occur, at least in my limited testing.

ok just waiting about 10 seconds before relogging in clears up the issue on my very fast production machine.

mmm.. nope. restarted it. logged in, looked around the network a bit to make sure it was all "on" and ready, logged out.
Just shy of two hours came back and logged in, and went to repo manager, unchecked and checked a repo and clicked apply - Error Could not change the repo
Logout button ok, restart, shutdown and everything else is grey.
