@chrispop99 or anybody else interested: I have continued to try to solve the time lag problem, and may have got something that will work. Please install ntpsec, which will remove the other ntp programs. I rebooted a machine that had been off and could actually see the time be corrected in the upper left corner of the login page.
I had also removed fake-hwclock (designed for OS that, like RPi, have no RTC=real time clock) after coming across multiple comments that it conflicts with modern ntp programs. It could have been that was the trigger as well. All I want is to get this settled and, once it is, I think you and I are agreed that it is time to go to Final.
Best will be if you boot up an image that has been off for a number of hours, and I hope that the first time change which I witnessed wasn't just temporary. TIA

YES! Switched to Master, repeated installation of ntpsec and removal of fake-hwclock, rebooted and could watch the clock on the login top panel start out at the wrong time and by the time I finished my login--get corrected.

I tested ntpsec on a fresh image, rebooted, and by the time the login screen came up the time was correct. Great job finding this Jerry.
(At first I though it wasn't working, then I remembered I didn't live in the same country as you...)
Yep, it's plenty good enough for a final release at this stage.

I intend to spend the weekend doing cleanup (Adrian has been pointing out stuff using his new P 400 that I never would have thought of) and making some changes with the documentation. I intend to point that "?" icon to ~/Bookshelf, and to assemble there our First Steps, a link to the the Fluxbox documentation, and the Pi docs.
Oh, and a video.
Then I will create a patch to get a couple of last eyes on an RC. by midweek.
Finally, I will create 2 patches to Final (from the original Beta and B2), a full image and the little docs that accompany it. @chrispop99 Would you be willing to set up torrents once we have the final image that you and I at least could run on our Pi 4s?
