few questions about: 'save session for future logins' in logout button's dialog

After recovering from an issue initially decided not use that feature feared a potentially involving on the incovenience I experienced, but today before a shutdown re-tried to tick save session for future logins and I have few questions about it:
  1. Not all open windows are restored at startup, indicatively e.g. Foliate ebook reader and torbrowser(that one manually 'installed' i.e. simple download their folder and put it at desktop) not opened
    whereas FF, qpdfviewer(with more open tabs), Thunar restored their previous status flawlessly.Why that diversification?
    1. Is there a way to restore the status of all(not only of someone as actually happens) opened windows of a previous sessions?
    2. Is there a way to control the timing of opened apps? e.g. open FF only after wifi connection is established
  2. In Session & startup dialog there is in General tab>Logout settings>'Automatically save session on logout' unticked that's the same option as in 1. ? Have to tick it?
