This isn't a call for help more than a question.
If I want to use the command line to install codecs that are handled by the MX Codecs installer, can I use a command line alternative?
EDIT: Or, can I use the command line to call the commands used by the MX Codecs installer?

basically mx-codecs downloads from deb-multimedia the packages it needs, then uses dpkg to install them.
we actually have discontinued mx-codecs. the items have been placed into mx-packageinstaller, which for your purposes is a good thing because you can see the commands
/usr/share/mx-packageinstaller-pkglist/
w64codecs.pm
libdvdcss-deb-multi.pm
libtxc-dxtn0-64-deb-multi.pm
I think that's it.

If I'm not mistaken, PM files are package manager files, like DEBS.

OK, forgive me, but I am going to ask a stupid question: are the packages in /usr/share/mx-packageinstaller-pkglist/available for install or are they already installed?

pm files define what is presented on the popular apps tab. They are not packages themselves but allow for the installation of packages. Some of them, like the three I mentioned, run commands and download debs from third parties.
