Command line based ID3 tag editor that can use folder names as tags

I was wondering if anyone knew of a fully featured, command line based ID3 tag editor for XFCE that could allow user to use folder names as tags?
As mentioned would really need it to be command line based.

Okay, apparently kid3-cli (the command line based version of KDE Kid3) might be able to do this.
I have been told that the it could tag from folder names, I knew I saw a command that show "/"
the command is "totag", the manual does not mention the word folder name anywhere in its description but apparently this can be used, have not tried this yet, but just sharing in case anyone is interested in this in the future.

with some scripting-skills, ffmpeg can be used to do this ...
