Display issues in Panel and Window Manager

Hi, I'm looking for some help with a couple of issues.

1) I've set my panel to have a solid background color of black with an opacity of 75%. It shows that this is what is selected in the panel preferences window, but the panel is a solid black 100% opaque. I've tried switching to other colors and a similar opacity and it's the same thing: the opacity shows in the selected color in preferences, but the panel color is 100% opaque. I should note that for a brief period of time the panel background was correct, and then I tried adjusting the opacity a little and then it did this.

2) In MX Tweaks I have set my Application Theme to Matcha-dark-azul and my Window Manager Theme to Moheli. When I run an application the window displays as expected. However, if I click on a menu item that opens up a child window to the application, this window will open with both themes set to Matcha-dark-azul (most of the time, sometimes it does open as expected; opening a window to compose a message in Thunderbird, for example).

Any help would be appreciated.

Well, I was sure I had already tried a reboot, but after rebooting just now the panel is back to being somewhat transparent. So, that has issue #1 solved.

Still hoping for some help with issues #2.
