Help for Current Versions of MX
When asking for help, use Quick System Info from MX Tools. It will be properly formatted using the following steps.

I have been experiencing for quite some time now an issue with my mouse selections, click, drag and drop.

It is unresponsive at times when I want to select a window and move it. Either it does not move it, does not select it, or it is being selected, dragged but if done too fast I can end up moving a file from desktop. Somehow it looses the focus from what I actually had selected.

The only thing I tried and it did not work was this: sudo dpkg-reconfigure xserver-xorg

What can I do to repair this?

I had the same problem a few months ago. The solution was to get a new mouse.
HP 15; ryzen 3 5300U APU; 500 Gb SSD; 8GB ram
HP 17; ryzen 3 3200; 500 GB SSD; 12 GB ram
Idea Center 3; 12 gen i5; 256 GB ssd;

In Linux, newer isn't always better. The best solution is the one that works.

MX Tweak - "Other" tab: "Use libinput driver ..."

That's for a touchpad. The OP states in the topic title that it is a mouse problem.

I have a uRage gaming mouse but I never play video games and it is 3 years old. Never had an issue with it before.

The issue rather seems to be from the OS not hardware.. and I am using a PC.
I already tried multiple kernels too.

Try replacing the battery first, and if the problem persists try another mouse. In my case, the mouse that failed was only two years old. Mice are those bits of hardware that we take for granted and never really consider the amount of abuse we put them through. Gaming mice aren't any hardier than the regular ones, they just have more controls and a heftier price.
