I just stumbled upon the solution to my problem. It seems that you need to add the "Pulse Audio" plugin from the Panel > "Add New Items" to your Panel in order to get the volume control windows to pop up when using keyboard multimedia volume and playback controls.

ok, so for my rig, I have to have the following, all in alignment.
1) indicator-sound-switcher (mx repos) set to Built-in Audio -> Line out ( i have a sound system, so this is where that connects)
2) Volume Control
__ Configuration tab - shows all three of my available outputs
