Nope, this one is absolutely an HDMI issue.

Tried Xfce but couldn't get the PC to Suspend, just a blank screen when it goes into Suspend and can't get back out of it.

Yep.
(... from "suspend" only in this case, cause that you can't use the hibernation currently is not related to keyboard etc. You just need to do the adjustments for that. Actually there's a checkbox during installation like "I want to use/enable hibernation", it seems you just left it ...

I updated the Nvidia driver but same result. I tried Hybrid Sleep also.
Using the option of "Lock Screen" instead of Sleep does work though.
