This Windows Local account is truly local in its existence. Two different Windows PCs could have a rastus account with differing passwords.

In a big enterprise network, a workstation may have two accounts, one admin-level and a user-level account.

Oracle has built into Virtual Box an auto-configuration script that places Registry keys that bypass the normal consumer restrictions. It also allows you to configure a local account (vs an online account of the consumer). The only downside is the password expires.
