Hi, so I've only noticed this happening with Google Chrome and Zoom, but when I run these apps I get screen glitches: horizontal lines or bars that briefly take up part of the screen and then disappear. They happen all over the app window. Otherwise the apps seem to run fine.
I'm running MX 21.3 ...

Well, I was sure I had already tried a reboot, but after rebooting just now the panel is back to being somewhat transparent. So, that has issue #1 solved.

Did you realy uninstalled "python3"
Uninstalling python3 - would remove a huge number of important packages including some needed for the login display manager. I guess if you really have done this, your system will no longer work properly.

P.S. If you pasted the parameters instead of the existing ones (rather than adding) that's normal. You can do it like (or check whether it's so) : quiet splash pci=nomsi,noaer

For now just "Shift+Delete" them (in "root Thunar") , then:
echo 'maxsize 5M' | sudo tee -a /etc/logrotate.d/rsyslog
Also add in "MX Boot Options" - "Kernel Parameters" box (and "Apply"):
pci=nomsi,noaer
Reboot.
If still not, add:
pcie_aspm=off
Reboot.

Perhaps it makes a difference that I installed using btrfs... so far the assumption has been that I'm using the ext4 default
