Personally I had the same issue after dissasembling and upgrading Hp Pavilion G6 D. No matter what i did the wifi would stay blocked.

Wifi Soft Blocked. No
Wifi Hard Blocked Yes

The way i solved it was by unblocking all linux drivers pressing the a Dedicated Wifi button on key board on and off ...
