Maps takes approx 2 seconds to open on my machine in a VM, no issues.
I would suggest trying:
- opening in a terminal and see if there are error messages
Also if you have preferences, save them and then uninstall, clear cache and then reinstall it and see if that helps.

It didn't open with the command. It waited, then showed a message saying timeout expired.
Also, I forgot to mention this error message shows up during the initial attempts:
"Plasma Workspace: Did not receive a reply. Possible causes include: the remote application did not send a reply, the message bus security policy blocked the reply, the reply timeout expired, or the network connection was broken."

If you can't make Gnome Maps work, I suggest you try Marble Maps (KDE) or Google Earth

I was also going to suggest MX-23.3 XFCE. It will probably run snappier on that dual core CPU.
