USB Ports: Strange Behavior: (can't set config #1, error -71)

Hello everyone. I've been experiencing some strange behavior with the USB ports on my laptop; I have three: USB 2.0, USB 3.0, and USB-C 3.1 (Gen 1). Some time ago, the USB 2 and 3 ports stopped working with certain devices (USB hub and a card reader), but the keyboard and mouse worked perfectly on both. A week ago, the USB 3 port stopped working for any device (curiously, the mouse light turns on but doesn't interact with the pointer). At times, it worked for a few moments and then stopped working. I've searched for information and only found some old posts, but they didn't provide enough data to solve the issue. I would appreciate any suggestions to fix the problem. Thank you very much!
