Confusing /etc/profile not executed

How come here, /etc/profile not executed as proved: no file exist from the code e.g.

echo foo>/home/foo/Downloads/FILE

also somemore codes that cannot give existing result at all

Has one had the same problem then had useful solution ?

IIRC, /etc/profile is only executed on a console login. I can confirm that it does work when doing a console line.
