Can someone please explain?

We get huge files downloaded for free off multiple fast servers in countries all around the world.
The price: FREE.
So who pays for it all?

What does the typical financial agreement look like?

MX-Linux, from donations, pays the hosting fees for our own *.mxrepo.com & mxlinux.org servers.

We have no financial agreements with any of the third party mirrors. Some are run by Colleges or Universities, some by individuals and some by groups that mirror multiple Linux distributions as part of their contribution to open source.

This is not too surprising since a VPS adequate to mirror the MX Linux repositories can be rented for ~$10/month by someone with enough knowledge to manage it themselves. That's because the hardware (cpu & ram) requirements for transferring static files is quite low. Dynamic content with database queries (like the Forum) needs a lot more resources than a mirror.
