I've been using Topaz Labs products on Windows for this (both Pics and Video) nice to see a Linux solution come along, will have to try, thanks for sharing!

It looks like it uses npm, which I have no idea of how to package from scratch.

Great, nothing worked for me at all.
Apart from the fact that I couldn't find any settings for what size/ratio I wanted to scale to.
Started, loaded one of my wallpapers, selected output folder and then watched nothing happen for 3 minutes.
Where "nothing" is not true, processor load between 4-6%, ram usage between 900mb to 1.3gb (LXTask). That on multicore/thread processors the scaling is suboptimal, was to be seen nevertheless.
So something was doing it, just was nothing to see.
I still use, under Wine, an OLD version of Photozoom for more demanding enlargements, either from 2006 or 2007, no idea when I bought it.
And, even if it hurts now, with it I have nailed everything to the wall that there was free/shareware until 2014/15 under Windows and also everything that there is until today under Linux for this area.
Even if I still have to have an MX19 with a 4 Wine version installed, which is not a real problem for me now with a total of 5TB SSD and >12TB HDD.
I would have liked to try it, but it does not run on my system.
