Could someone please point me to a Pulseeffects tutorial, primarily the equalizer application? When I search the web there are many hits featuring installation, but none I could find on instructions for setting, saving, or loading presets. The --help option doesn't offer much.

Have you tried using google, duckduckgo or bing? I'm sure there are web pages with information about pulse equalizer.

Yes I have, well at least DuckDuckgo and Google, and they want me to watch Youtube videos. What I would like is a document I can read. Youtube videos are frequently hosted by rapid talking, heavily accented, non-English speakers, showing me tiny screenshots that I can't read. With a document I can look back without trying to guess where to point the "play" button. I guess I should apologize for my old age.

I just searched duckduckgo for pulse audio equalizer tutorial and I get many more results than just youtube videos. In fact I don't even see any videos listed on the first page of results. I get lots of results searching for pulse audio effects tutorial too.
