Qucs is an integrated circuit simulator which means you are able to setup a circuit with a graphical user interface (GUI) and simulate the large-signal, small-signal and noise behaviour of the circuit. After that simulation has finished you can view the simulation results on a presentation page or window.

The one you linked looks like Qucs, the one I just posted looks like Qucs - SPICE
Both can probably be packages, but the later looks to be much easier to get done sooner.

I did version 0.0.19 for the MX 15 and 17 main repos, so you should be able to use it as a template for the latest 0.0.20 release. If you do so, don't forget to update the debian/copyright file to 2020.

The OP asked for QUCS - SPICE, but provided the link for QUCS.
QUCS 20 can probably be built using your template for 19, but QUCS - SPICE seems to be a troublesome package so far.

Question I have at this point is do I want to get the qucs - spice to work or just an updated qucs?

qucs 0.0.19 for MX19 is now available in the MX-19 Test repository.
