Rearrange open tabs on KDE desktop?

How to change the order of open tabs on the panel?
I think I have the right task manager settings, see screenshot, but it's not working. I can't drag the tabs to reorder them.

I have mine set to Manually and then by program name. I have to close the program but then it stays where it is dragged to.

So you mean once a program is open, you can't drag the tab?

An open program sometimes moves when closed.
Open program, right click and pin.
Close program and then drag to position.

@ shmu26: You have to set sorting (in your screenshot) to 'Manually'. Kangburra is talking about pinned applications but that's not what you mean.
The default in Plasma 5.14 is 'Alphabetically' which is very unintuitive imo, this has been changed since Plasma 5.15.
