REQ Manuskript

manuskript, It has V 0.8 in the stable repo, that is two years old the are now at V 0.11.

It looks like it won't be very difficult to build 0.11.0 for the MX test repos, either--I'll give it a try.

It recommends pandoc be installed for different formats, but I decided not to make that a hard dependency.

There is a much newer version of pandoc on their website, it does not need the dependencies that the Debian versions do (will install on 18.3).
