how can the user switch workplaces with the scroll wheel when an app is maximized

An option to switch Workspaces when an app is maximized is to use the Margins feature in Settings>Workspaces>Advanced. Set the margins to a small pixel amount. I used 5. Then moving to screen edges with your mouse and using the scroll wheel will change Workspaces. It gives less clutter in the panel.

Switching with the scroll wheel works by default: Settings > Window Manager Tweaks > Workspaces tab

Personal: Lenovo X1 Carbon with MX-23 Fluxbox

That option has to be implemented for the tip to work. But if you have a full screen app up, you cannot get to the desktop for it to work.

Sorry, but that is implemented by default.

You are talking about a special situation only I believe:
how can the user switch workplaces with the scroll wheel when an app is maximized
. If that's correct, then I think it might be prudent to modify you subject and OP.
