Login Screen does not scale.
it stays at 100% despite desktop set to 250%. I had applied the "Apply Plasma Settings" under "login screen (SSDM"
This worked in MX 23.6 and login screen was in same scale as the regular desktop

I'm just speculating: this may be a KDE problem since i have the exact same issue on Debian 13 KDE. i never used Debian 12. but i had used MX 23.6 and there it worked fine.
I hope this helps the developers.
Edit: Correction. When i log out (with logout button), scale stays at 100%. but when the screen locks out due to inactivity, scaling works and the login screen appears to be at 250%. so i think i can confirm what you observed.

Think I have a bug. It's happened a few times. I have a Dell laptop, I sometimes put it in suspend (not hibernate) rather than shutdown. When I return by pressing the power button, it often has lost its internet (but not local network) connection. I can't get to websites. I can't do updates. I reboot and it is fine.

I tried it in X11 and it is the same result: When screen LOCKS out due to inactivity, scaling on login screen works fine.
