I have managed to upgrade my Sparky Linux (month ago, simple by the described way and no problem at all. My Sparky Linux XFCE still runs on old XFCE (stable version predecessor of before 4.14).I am not sure how would be situation when the new XFCE will be included in Debian or Sparky repos.
Can we have the possibility to upgrade MX LInux in two steeps ?
1- Changing of Repos and upgrading of system without upgrading XFCE .
2- Adding a XFCE repo (if it is possible to have a different MX repo only for XFCE)
3- Upgrading of system with XFCE

You can try but no promises if you break it. Or it may kind of work but not perfectly, and who's going to debug that? It's not recommended and won't be supported.
You're moving from a Debian base that had systemd-shim to one where it's deprecated in buster. MX had to get their own shim package done up for mx19 via a 3rd party developer.
Xfce 4.14 is gtk 3.
Settings and configs changes in mx19 affecting xfce and perhaps systemd-shim may not carry over using a change of repo, if changes were made inside the home partition.
So your mx18 settings may not go well with new xfce, etc in mx19.
I don't think you can realistically expect MX to just specially set up a separate mx19 repo for new xfce just so mx19 users can still use xfce 4.12 if they want
Hmmmm. Ok thanks @asqwerth. At last the distro hoping, did serves me for something. Now I clearly realize for what a reason some Debian distros cannot upgraded smoothly to the next stage.
I have no any problem on my self. I can have a fresh install, backup partition and install to another computer or by personalized by my usb bootable snapshoot or just deploy as backup image and repair grub.
I have recommended MX Linux, but also installed to some of my friends and they are not expert, or simply they do not care to be expert or read about MX. They just use MX Linux. So... i a need to find the right way how to instruct them to upgrade to MX 19 (or they can still continue to use MX 18). Probably I need to have a physical touch of their machines to save my nerves and energies to upgrade their MX 18 to MX 19. How about the future ?
Seems that the critical point of MX Linux that does not allow to have a smooth upgrade remains system-shim.
Without having in mind to repeat discussions about system-shim in MX .... would be worthy to find a way ho to pass this glitch.
Sorry to bother again... but just to see possibilities or ideas for the future.
A MX Linux that starts with Systemd is fully functional ? No any problem at all ? If so, can some one starts MX Linux 18 in Systemd mode and upgrade MX to MX19 and remain with Systemd enabled ? Will be this a solution ?
In this case does not matter Systemd or not Systemd because is not To be or not To be....I do not care for this or for peoples opinion - at least Debian remains in Systemd and runs great ; OpenSuse runs Systemd and runs also great and .... authors of Systemd can improve it, let say in couple of months. This battle of being Systemd or not Systemd or system-Shim + Systemd for me seems like agony that needs a solution that will allow MX to have right approach for the future. The future of the distros as I see, aims rolling or at last having major upgrades more often.

Last day I have experimented a lot with other distros . As I said. I want to recommend Linux to as much people I can, but first I should find the simplest way how to advice/help for upgrading of their system. As I said .... many people install Linux and they are not Linux enthusiast and have no intention to be.They just want to run a system in their laptop (free is possible, no viruses) and rest of the day .... to stick their fingers and mind on their smartphones
