Downloaded, extracted, clicked on the deb, went to pour a drink while it got itself in order, installed.

Is the Papirus-Adapta variant not bundled anymore ? i noticed it's absent from MX19.

It's been removed upstream. Essentially the dev of adapta gtk theme totally changed his adapta look and colors at one point without warning (if you were on a rolling distro or were using Papirus from AUR, you might install your updates and suddenly find yourself on a completely different looking theme: Dark blacks, normal blues instead of cyan, curved capsule ends for text fields). There was a big hooha about it because everyone loved the original adapta. Papirus devs then announced that they would no longer link or tie their icon theme to a particular gtk theme. They issued an update to remove their adapta variant folders.
Now, If you want the adapta folder colour, use Papirus' own folder colour changing script to change your folders to cyan.
Then the adapta dev got a bit upset that no one appreciated his new adapta theme. He reverted his changes but announced it is frozen and no longer maintained. His new adapta was renamed Plata.
So, be careful what you wish : papirus updates means no adapta folders.

Search synaptic for papirus, there should be another papirus package with the word "folders" in it.

Previous releases were GIMP Tool Kit 1 and 2.
Breaking themes with each new release is done on purpose, the intent is to prevent theming GNOME to protect the 'brand', making GNOME easily recognized by it always being the same. This is also why the name of the GNOME icon set is a Sanskrit word which means the only one. Expect new GTK releases to break all themes built against earlier GTK versions, except theirs. This is readily proven from their own team emails and blogs.
The leading GNOME developers are Red Hat employees, it is their product and they do not want you to tamper with it.
They do not care about breaking anything for anyone using GTK3 for any other DE, as one of their lead developers said 'What's Xfce?'.
