I have determined it's not the kernel causing the sluggish mousewheel. This morning I had a very apparent episode (backwards one line; variable speed as I scrolled). Sometimes it feels like it has something to do with a slow internet. Like there is some communication back to the host, or waiting for something to arrive. It has that randomness. (I have a relatively slow internet. That's why I'm reluctant to read too much into all this. I may not be experiencing the same thing @betaoid is. However, there was a very apparent difference when I switched my distro to MX 18.2. It's more than just my imagination.).

I will try suggestion #2 next ("the stock Debian version of xserver-xorg-video-intel driver, since we have a backported version to support newer Intel GPUs.").

well I am not sure. I am now using Lubuntu 19.04 with Compiz and it is definitely worse. Maybe it has something to do with the 5.x kernel? Although Compiz settings are probably different since I had to set up Compiz form scratch.

I used Lubuntu for 4-5 years, and 19.04 for two weeks. I didn't notice any oddness with scrollwheel handling (other than the new Qt version of PCManFM treats "rows" as lines, so it scrolls much further than I was accustomed to.). Based upon my experience with that, MX Linux seemed sluggish in the way the scrollwheel worked (in the browser, and Featherpad, etc.).

I didn't do anything with Compiz in Lubuntu 19.04 (or prior versions). Just the normal install.

I haven't tried the 2nd suggestion in this thread (after the kernel test). Maybe today.

It should be able to sort itself If you use Windows Manager tweaks.

Lubuntu probably is using the 0.9 version of Compiz instead of the compiz-reloaded fork that MX uses.

Firefox pages will jump around if they load images and junk as you scroll, even with a fast conection. I just saw there's a setting to prevent the jumping somewhere, but forgot to write it down and will have to find it again..Fermat's Last Setting?

I just want to be clear that what I noticed wasn't that. The page could be completely calm, loaded. But, scrolling with the mousewheel felt variable (slow and then fast). Often the first or last notch of the wheel would cause the page to go the opposite direction.

In some ways it's very subtle because now I'm having a hard time trusting whether I know if something is better or worse. But, when I first migrated to MX, it was noticeable (from years of experiencing smoother scrolling).

I'm still unclear if @betazoid 's experience is similarly subtle to mine. Maybe he's just hypersensitive like me. Or, maybe he is experiencing something more noticeable (and I just jumped in with my own hypersensitive experience. I'm very averse to change. Something minor can stand out to me as a big thing.).

To @betazoid: if you're distro surfing (now using Lubuntu), you might look at Peppermint. When I decided to use a different distro, I settled on Peppermint, then MX as a 2nd choice. Since Peppermint 10 will be released soon, I thought I might as well use MX while I wait. All three distros are in the same lightweight category. (Lubuntu has been becoming a heavier "lightweight." Mint MATE is often referred to that way by articles summing up the "best lightweight distros." I was considering Mint MATE too, as my 3rd choice. It's in the range of "not so heavy" distro. But, Peppermint and MX are fairly light (without getting into Puppy or Antix. Which are good distros. But, lighter than I need. I like a little more polish.).
