In the KDE app 'Settings' under 'Power Management', there are several settings and scenarios to consider. Also, there is, by KDE standards a fairly good help file linked to the '? Help' button.
As a fellow Dell owner, I have also found most Linux distros' linking of screen and session treatments problematic. I have found separating session/system and screen beneficial.
Under 'Power Management' the sub-menu 'Activity Power Settings' offers the choice 'Use separate settings' to allow you to alter the power treatment with a much finer degree of control. Particular to note is the options offered under the 'Suspend session' choice.
You may end up not powering everything off during inactivity, but at least you may solve your issue.
