Ah, ok. I may see some "confusion" (or bette where those confusion might come from), b/c the live-system auto-detects/set keyboard based on language selection (with guessing the region and the default keyboard within that region). I'm sorry but when you install MX Linux, you have to make a big difference between a French installation and a French-Belgian installation because the two countries don't use the same keyboard.
You can have a common core for the translations but you have to leave the possibility to choose the localization to link the right keyboard.
From running system perspective, you can select any available language and any available keyboard layout.
Which you can even do manually by using boot parameter lang=fr_FR and kbd=be kbvar= etc..)
Or with other words: If you select "French (BE)" you keyboard is auto-set to Belgian keyboard. The language would be taken from [fr] translations with no need to have extra (duplicated) translations available as [fr_BE].
In MX-21 we added the option to explicitly select both language and keyboard within GRUB-menu ( in UEFI the default menu , in BIOS after manually switching to GRUB menu).
You are offered to select language and keyboard separately, including a first good guess of the keyboar when selecting the language first.
Do you understand? Even without having a translations for fr_BE, you still get [fr] translations and can either use the pre-selected keyboard or choose any other keyboard regardless of the language selected.

In additon, you can always have more then one ( up to 4) keyboard layouts active and switch keyboard layout by clicking on keyboard switcher or pressing [RCtrl]+[RShift}
