Maybe this works: First do everything according to your taste (also try ARandR from Menu), when all are just as you wanted: ARandR => save the current situation as a .sh file, then put it in Autostart. i.e. viewtopic.php?p=646697#p646697
(The created file by ARandR is already executable, so, no need to chmod +x etc... )

Unfortunately that program isn't there anymore. It is being worked on, I hear, but.. hopefully it will come back.

I've been seeing that in the Xfce rc1. Restore backup panel from tweak DOES work. It takes a number of seconds, I was thinking it was a goner and then as I was about to hit the logout button it suddenly popped up. Maybe that was the programmed panel restart that kicked in?
