Not sure what / what is hard here. If you click on the Full Editor and Preview button then you have a full set of controls above the text box in a toolbar.
URL's can just be pasted in, you dont have to do anything with them.
Pictures have 3 methods of inserting.
1) the picture icon in the toolbar,
2) attach files, and
3) the Add image to post right under the text box.
Various tools for Bold, italic, quotes, code tags, bullets etc etc..
What is it that you cannot do? or that is hard?

I'm not complaining, just providing constructive feedback.
I noticed that with many Linux forums. Maybe they all use older forum software. Or they think someone asking about Linux, should learn terminal commands first and not expect a GUI :-)

I've never came across a forum that needed a user guide until i started with Linux. is that a Linux thing to do forums different than anyone else? Honest question, I noticed that on the Debian forum as well. Is that some sort of skill filter?
OK, I see the "full editor" now. But honestly, that should be the default.
And this is what the "add image" button does:

nothing opens up to drag/drop the image or browse for the file.
This is what the "insert link" button does. where does one enter the text one wants to display? Does it always display the full URL only?

No but it can help you navigate the sections easier. I poked and prodded my way around and have been for 20 years on phpbb powered forums.

After adding an image, then click on preview again and you should see both your link and image.

Trying to get a handle on this. If it's a Windows forum on phpBB, is it different?

Click on your username (bold, right at the top right corner) and choose
User control panel
Have a look at the
notifications and
subscriptions options
Also if you place your cursor over one of the boxes at the top of the edit page ( starting with
B, ending with
strikeout -- See attached image) you should see a small tip as to what clicking on each box does.
As a final out-there advice:
Ask for help
