@TheBSODFan Please try now. (or in 10 min ) I have adjusted the rule you are being caught up in - but I may need to pinch it back again if the traffic goes back up.

Oh, that's understandable, I use un-conventional VPN, connected through Leaseweb Singapore Pte. Ltd. Data Center/Transit. Singapore.

So far we have not had to blacklist any IPs on the package repository mirrors we run ourselves (*.mxrepo.com) and our 3rd party package mirrors are many and wide spread, including one in Indonesia as well mirrors in Singapore, Japan, & Australia for example. You shouldn't have a problem with repos.

Ya, the Singapore and that Data center is what is blocking you. Can you drop out into some other location ?
