I agree with Stevo. Packages are in test repo. That's good enough for anyone that really wants to use them, like I do. But it's not forced with automatic update.
Personally I don't see any issue with MX icons in Papirus icon theme [MX 19]. But again, I don't know what to look for. I don't know how MX icons should look like. IMHO, If there's some bug it should be reported directly to Papirus development team. They had months to fix MX icons. Icon pack in MX stable repo is seven months/releases behind official release.
Regarding duplicate threads about Papirus, moderators may merge this thread with linked "original" one. Prior to creating this thread, I was not aware that above quoted thread is official one. Usually official announcement threads look something like: "MX 19 Repository: The Papirus icon pack thread" and is created by some developer. I guess I was wrong to create duplicate. Mea culpa.
Back to topic. I tested script and it works. It changes folder colors.
