You can install Steam from the MX Package Installer. Steam will update as normal, no fuss, no muss.... easy peazy.
I can't say that you should delete everything and start over, but I can say that it is very hard to know what is and isn't installed on your system because you've had so many different repositories enabled. It is near impossible to replicate your system configuration to help and troubleshoot because of this.
I don't know how Mint does it, really don't care either lol.

It takes 3 clicks and one check box to install Steam on MX. Doesn't get much easier than that.
Are there other things that may need done for specific games, sure, but that is the same on any Distro.
Now in my opinion, if I were in your shoes and you wanted to use MX instead of Mint, I would reinstall a fresh version of MX 19.2 AHS and install Steam through MX Package Installer. Things should be much better and more stable, if you have issues after that its easier to help you.
