I feel like something is different with my scroll wheel. It seems delayed, slow, uneven (compared to what I was used to on Lubuntu LXDE). Sometimes it even feels like it goes backwards one line (with the first "step" in the rotation, or before it settles into the last step of the rotation). Something's different.
I don't know how that compares to what you're experiencing.

Btw, thanks for the answers - I tried all those smooth scroll plugins/extensions - they do not appear to do much, there are also the smooth scroll flags in Chrome
Have you tried a different mouse?

yes, exactly, sometimes it feels like it is going backwards for a fraction of a second.
btw, today I checked out the computers at the fh technikum wien - same. they have ubuntu 19.04 gnome. and almost the same video cards, intel hd graphics 600 something.
I think this is a bug. probably in the graphics driver?
for the moment the only "solution" is using openbox, marco or compiz.

btw I did try a different mouse - same. I do not think it is the mouse or the touchpad.
edit checked again openbox, a little bit better than xfwm4, kde and gnome-cinnamon, but not perfect either
I think Marco and Compiz are the best in this respect

We must be noticing the same thing. It's very minor, and yet annoying. It feels like I'm working against someone else scrolling (slower than I, or the opposite direction). It's very slight, yet always that feeling of pushing against something resisting me. Or, maybe like interacting with a heavily scripted web page when I have a lot of other internet activity happening (on a slow connection). Like there's some lag, and it's playing catch-up with where the page ends up ("ooops, too far, back one line.").
It's not a deal-breaker for me. But, it definitely feels different.
It feels like my touchpad is active and I'm fighting against myself that way (like my palm is resting on the touchpad.). But, I disable my touchpad from the command line.

I went into MX Tools->Tweak->Compositor, and set that to Compton. It seems better now.

Well it is a bit better when I am using Compton, it is also better when using no compositor at all and it is worst when using the xfwm4/compositor
it is very well noticeable with horiyontal lines or text since text kind of also consits of horizontal lines

Apparently this is an Intel resp. modesetting driver bug. Apparently these Intel video cards are just not good.

I wasn't expecting much from this budget laptop. But, it didn't have the problem when I ran Lubuntu (both LXDE and LXQt desktops) for as long as I owned the laptop. I believe they were using Openbox (and now SDDM) display managers.
It also seemed to go away when I enabled Compton (mentioned above). That makes it seem like it's something more than the laptop's driver.
But, I'm fine how it is now (with Compton).
