Way to set locale setting on user level

MX 23.5 XFCE

I know you can use MX Locale or edit text file /etc/default/locale to change locale settings, but I was wondering if this could be done on a user level instead somewhere in users home folder.

I thought it might work by editing the following file and I have also seen others mention this but did not seem to do anything when edited / machine restart
~/.config/user-dirs.locale

I suppose that you need to add xdg-user-dirs-gtk-update to the startup applications? The path to xdg-user-dirs-gtk-update is

I did not try this.
I was just wondering if I was overlooking something that was more common such as a setting.
Just seemed strange to me that something like locale setting would not be something that could be set per user in their $HOME based folders, rather than have to be a root / system based setting that all users would have to use the same setting.
