I have more information, I do not know if it would be of any help:

I have timeshift snapshot of the system, before updating to XFCE 4.20 (when it was ver. 4.18).
I restored it and the XFCE tools mentioned before (including whisker menu) are in spanish, I mean they are ok, full 100%. It seems the issue occurs when upgrading from xfce ver. 4.18 to 4.20

Just in case, of course, previously I also did another snapshot of the upgraded system, cause I would like to keep up with the system regular updates.

So, if you need any information regarding the state of the system before the XFCE update, please let me know. Otherwise I will proceed with the system regular updates and follow up with the current state of the topic.

First make sure, you get rid of LC_ALL and reboot.
As you are the only one mentioned such an unusual issue, with disappearing translation files, it's rather unlikely to be a general issue.

Perhaps it would be of help to see the list of updates, since the state of the system now is with XFCE ver. 4.18, in the list of updates, I can not see the whisker-menu, when I can see the other xfce tools:

Updating the system today, from ver. 4.18 to 4.20 ended up with the same issue, so I restored the timeshift backup.
First make sure, you get rid of LC_ALL and reboot.

Finally I came up with a workaround and solved the problem, momentarily. Thanks for all your great effort and valuable time. I would not say it is "solved", but I can say we can proceed to "close" the case. Cheers.

I had a timeshift backup with XFCE ver. 4.18, so I restored this snapshot, then with "apt policy" and "dpkg -l | grep -i 'xfc[e]'" I listed the components of my xfce desktop and then I did a script in order to do "apt-mark hold" to all the files.
In this way, I can continue updating my system and I have the assurance that the files in XFCE won't change so momentarily won't have the issue. I hope this gives me time to think about how to migrate my configurations to a new setup, if Fehlix's solution does not work.

Today I did what Fehlix told me:
Take LC_ALL out of /etc/default, remove the line LC_ALL, this is not meant to be set within /etc/default.
If LC_ALL is set even to in empty value, your system get's confused.
And verified that the contents of /etc/default/locale does not cause any problem:

$ cat /etc/default/locale 
#  File generated by update-locale
LANG=es_UY.UTF-8
Then proceeded to:

sudo apt update
sudo apt upgrade
The previous commands executed without errors, then I did:

xfce4-panel restart
But the anomaly expressed itself again:

So, I guess there is no point investing more time on this. I will rollback the changes, revert to my previous configuration and plan to do a full re-install, trying to export my desktop configuration and files.

As a matter of fact, it would be useful if instead of trying to solve this, may be you have a good idea on how to export my desktop configuration, save it somehow, so in order to apply after the new install I would not have to invest time doing command by command to take the new installment to the state of the desktop as I have and like now.
