In experience no it will not. I boot to either sysvinit or systemd but mostly systemd. And as I said all my snapshots are systemd and I have not had a failure.

... Just (to make it clear) there won't be any systemd option on live session. That one is designed to work with SysV only, no matter the iso was created when booted with SysV or systemd :)

Yes, we are pretty much going to have just one base Plasma version, but there are usually some upgraded KDE or KDE-adjacent applications that we are able to rebuild on that stable base for our own MX repositories...I just did the new Krita 5.2.2 (artistic painting) for MX 23 test, for example.
It all depends on whether a particular app's developers decide to call functions that are only in a newer Plasma's base libraries or not.
