That depends on your panel options. Settings manager>Tint2 manager>Config>'select the panel your using' and click on the icon in the upper left corner (Edit the selected theme). From there go to Panel>Window manager interaction>Maximized windows and change that selection to Fill the screen.

The other setting you can choose (that keeps the tool-tip above the panel) is Match the hidden panel size.
