docker.io version

.Hello folks!
I need to use docker.io and docker-compose for a project. I would like to run they as non superuser (for the obvious reasons), but the documentation says that the rootless mode was introduced in version 19.03 and the repo version is 18.09.1, build 4c52b90. So, is this package on the update queue? Someone tried to install it from other means?
