Trying to create snapshot leads to
ERROR:Failed to open exclude file "/usr/local/share/excludes/iso-snapshot-exclude.list"
The fix is
sudo touch /usr/local/share/excludes/iso-snapshot-exclude.list

A better fix is to simply upgrade the iso-snapshot-antix app.

I ran into this problem in MX19.3 when I bleachbit custom and back files along with everything else I am supposed to wipe out right before doing a clean lean snapshot.. I learned NOT to check the box for custom and backup files, in bleachbit and all is golden.. But having a command line fix is even better!
