Budgie is on you. MX isn't a Budgie-centric distro. Use the default XFCE for the best experience.

You already asked a question about that and got several suggestions, like

sudo apt install --install-recommends plasma-desktop
and then you can add the apps that you want.
The most logical thing if you would like to have KDE is of course to install MX KDE.

All desktop environments "install apps" by definition. If the OP doesn't want that I suggest Linux from Scratch. Meanwhile we're still waiting for him to follow instructions and post individual topics for every (claimed) issue in MX Modified including his Quick System Info (QSI) in each one, or at very least post his QSI somewhere so we can get an idea about how much damage he's already done to his installation that probably caused his problems.

This one is maybe one of the oldest laptops here (HP from 2005, "single core", 32bit) with an external monitor with a Vga cable and I'd installed Budgie some time ago just to see, .. No issues ..

(Again , as already mentioned, that requires a separate, new thread, but till then , try the Fn keys to switch monitors, Fn + F4 or F5 etc. depending on make/model)

More "bad form, old chap!": complaining about versions of browsers without being specific. Yes, we know that some are aging, such as Chromium, but that's true for upstream Debian, too. The packager seems to have given up in frustration.

Others are current, such as Pale Moon, but you don't give any specific examples.

Re KDE: are you certain that an experience on a totally different distro is equal to what you'll get on MX? Why? I'd never make that assumption without any data.

Such posts can be put on the blades, but fortunately not MX developers! I am a fresh Mx user myself and I am still learning it, but it is worth it! I love Debian, but in this forum, I loved him. As mentioned earlier, less complaining and more self-exploration. It's worth it! Forgive the weak English. In time it will get better

Suspends issue:

you can suspend but when login in back, shows only the pointer with black screen, no apps, no menu, no time and date.
A printer fail started with the creation of the open source and linux, is some of the issues with technology since decades.
2007 Toshiba Satellite A135-S4527, Linux mint 19.3 32-bit. Provide real help of course if you really want to help.
