I think I saw that Stevo was doing an update since when I packaged it last, I didn't have time to look at it. The XFCE4-panel < 4.13 check is in the "Control" file of the .deb.
The quick and dirty way to get it to install is you unpack the .deb for xfce-dockbarx-plugin (dpkg-deb -R), remove that "xfce-panel << 4.13", then repack the .deb (dpkg-deb -b) and it should work.

In this older thread Swamprabbit pointed out that the only real issue in using the old version code was that it was doing a version check, and after bypassing that I've had no issues ever since - until today when I ran an update:
