I have determined it's not the kernel causing the sluggish mousewheel. This morning I had a very apparent episode (backwards one line; variable speed as I scrolled). Sometimes it feels like it has something to do with a slow internet. Like there is some communication back to the host, or waiting for something to arrive. It has that randomness. (I have a relatively slow internet. That's why I'm reluctant to read too much into all this. I may not be experiencing the same thing @betaoid is.
