Fast boot is disabled at Windows.

I can only enable/disable bluetooth from BIOS.

There also appears to be a number of posts about this model having issues with "disappearing bluetooth". Some are resolved with different drivers (windows), some with bios updates.
If the above firmware update doesnt help this situation... and a bios update also does not resolve it.. you may find ...

Something very odd in that firmware saying that it IS already loaded. I am going to suggest to update your linux-firmware to the very latest. There are a number of things that have been updated since your version

Interesting, so your BT version in debian is 5.2 ... and last I checked my laptop MX was a 5.3 ( I cannot say THAT is the issue.. but it sure seems like a deep clue to me.)

The BT version is listed at the bottom of the command hciconfig -a
