Those concerns arise because there are almost always (in my case) multiple posts from different (or even the same) member(s) which come together to solve my problem.

When I say "blanking out" I mean that my monitor displays this message: Display not connected to [port]. Which means that the video feed from the card is being shut off. Power manager: shut off! Screensaver set to "Activate when idle 300 minutes" "Inhibit screensaver for fullscreen applications ...

In the end I used BitterTruth 'persistent' solution, modified for my needs below, and then supplemented with indicator-cpufreq for a gui applet to easily change temporarily from the XFCE system tray (suggested by Nokkaelaein and AVLinux .)

Thanks to you all Nokkaelaein AVLinux BitterTruth for the suggestions. I am still tinkering, trying to find the cleanest solution. I think the main challenge is to have the Governor easy to change (ideally by GUI) and persisted across sessions/reboots.

Recommended way to change CPU governor? (MX23) [Solved]
Hey Everyone, I wanted to know if there was a recommended way to change (and persist) CPU Governor mode. I remember using cpufrequtils in the past. Ideally a GUI utility to be able to change easily when needed. Didn't MX have something like this once in MX Tweak?

The easiest: Use live-usb-maker to create a "self booting" drive.
LiveMedia/LiveUSB created with live-usb-maker is like "boot-loader for BIOS and UEFI" + frugal install.
When creating the "LiveSSD" make the ext4 with a label e.g like "Live-Install"
and add "blab=Live-Install" to the boot ...
