There is nothing wrong with this output.
Read the manpage for top eg. 'man top'.
It summarizes the time for all cpus.
Total is always 100 %.
Your cpu is not maxed out.
It is 85.6 % idle.
Hope this will help you in understanding the output of top.

You could install another kernel (also you are running AVL-MXE so this should be probably in the MX Respins subforum https://forum.mxlinux.org/viewforum.php?f=127 or AV Linux forums if they have any since they might know more about that particular kernel)

Does it persist after a reboot?
Can you run Quick System Info from the menu and just paste it into your next post in this thread?
Sometimes it's easier to just try a newer kernel and see if they fixed it in that...

HI, as the title says. I'm a total newbie, btw.
Running the 'top' command I get:
top - 12:33:56 up 12:46, 1 user, load average: 3.72, 3.64, 3.31
Tasks: 255 total, 2 running, 253 sleeping, 0 stopped, 0 zombie
%Cpu(s): 1.3 us, 12.8 sy, 0.0 ni, 85.6 id, 0.0 wa, 0.0 hi, 0.2 si, 0.0 st
